Quick heads-up before you read on: the 2027–28 call isn’t out yet. Everything below comes from the 2026–27 call, and the dates marked “expected” are based on last year’s pattern. When HEC publishes the new call, this page gets updated, so check back or follow our WhatsApp channel for deadline alerts.
What Stipendium Hungaricum Actually Is
It’s a Hungarian government scholarship, run by the Tempus Public Foundation. Pakistan’s side is handled by HEC. You don’t apply to a university and hope for a waiver. You apply to the scholarship first, choose your programs inside it, and HEC nominates a limited number of candidates to Hungary.
Last cycle, HEC listed these seats for Pakistan:
- Bachelor’s: 200
- One-tier Master’s: 70 (20 of them for Medicine, 10 for Dentistry)
- Master’s: 100
- PhD: 30
Seat numbers can change each year, so treat these as a guide, not a promise.
Who can apply
From HEC’s 2026–27 criteria:
- You must be a citizen of Pakistan or AJ&K. Dual citizens aren’t considered.
- You must be 18 by 31 August of the intake year.
- Final-year students can apply, but you need your final degree and transcript uploaded before 1 August.
- Master’s applicants need a 16-year Bachelor’s. PhD applicants need an MS/MPhil or equivalent.
The HAT/USAT requirement most guides skip
This is the part that catches Pakistani applicants out. HEC required a valid HAT or USAT score of at least 50%. HAT stays valid for two years and USAT for one. Last year the HAT had to be taken on or after 15 January 2024, and the USAT on or after 15 January 2025.
Registration last cycle ran through etc.hec.gov.pk and the test was tentatively set for 1 February 2026, after the application deadline. HEC said the score would be added to your application automatically. Without a qualifying score, the application isn’t considered.
So the practical move is to check your HAT/USAT status now, not in January. I don’t know yet what rules HEC will set for 2027–28.
What you actually get
The scholarship covers tuition and gives you a monthly stipend, an accommodation contribution, and health cover. It is not a “fully funded” package in the usual sense, and HEC says so itself: the accommodation and health provisions are only a contribution to living costs, and students need their own money on top.
Be realistic about this. HUF 43,700 a month is about EUR 120–130. In Budapest especially, the housing contribution won’t cover rent if you live outside a dormitory. Before you apply, check living costs in the city you’re choosing, not just the university.

How the application works
Two separate portals, and both have to be completed before the deadline:
- Research programs on the SH Study Finder and shortlist two, in order of preference.
- Apply on the HEC portal.
- Apply on the Tempus system at apply.stipendiumhungaricum.hu and upload your documents.
- HEC pre-selects candidates and sends a nomination list to Tempus. Tempus then makes the final decision.
Attestation of your documents isn’t needed at the start. If you’re nominated, you’ll need your certificates and transcripts attested by the relevant authorities (IBCC and HEC), and O/A-level equivalence from IBCC or MOFA if that applies to you. Start that process early once you’re nominated. The medical certificate is only needed if you’re awarded the scholarship.
Mistakes that can sink your application
Finishing one portal and forgetting the other. The deadline applies to both.
Picking the wrong study mode. Most programs appear twice, once as a full degree and once as a partial study program. HEC warns that you can’t change the mode after the deadline. Double-check before you submit.
Leaving HAT/USAT until the last minute. No qualifying score means no consideration.
Ignoring professional recognition. If you’re applying for medicine, dentistry, engineering, nursing, law, pharmacy or similar, it’s your responsibility to confirm the degree will be recognized in Pakistan. Read HEC’s notes on PEC and the PMDC public notice of 22 October 2025 before you choose a program.
Treating nomination as the award. HEC nominates. Tempus decides.
Misrepresenting anything. HEC can cancel your candidature even after the award if something turns out to be false.
Ignoring the bond. If you’re finally selected, you sign a bond on stamp paper promising not to change discipline and to return to Pakistan after your degree. A penalty can apply if you don’t.
Your letter of motivation
HEC’s pages don’t set a format for it, so I won’t pretend there’s an official template. In general, tie your reasons to the specific program you picked and what you’ll do back home afterwards, since the return bond makes that part of the deal anyway. Keep it specific and honest. A generic “I want to study abroad” letter reads like a hundred others. If you’d like a structure to start from, our Scholarship Toolkit includes an SOP template with two sample SOPs and a motivation letter template.
Frequently asked questions
Is there an IELTS requirement?
Not a blanket one. It depends on the university and program, and most accept a certificate from your own institution.
Can I apply while still finishing my degree?
Yes, final-year and result-awaiting students could apply last cycle, but your final degree and transcript had to be uploaded by 1 August or the candidature was canceled.
Does the scholarship cover flights?
Not in the provisions listed by the Hungarian Embassy or the participating universities.
Is it really “fully funded”?
Tuition is free, but the stipend and housing support are contributions, not full living costs.
When does the 2027–28 call open?
HEC hasn’t announced it. Last year’s call was published in November 2025, so expect something similar, but this isn’t confirmed.
Other funded options worth comparing
Stipendium Hungaricum is competitive, and you can apply to more than one scholarship in the same year. These guides cover the ones Pakistani applicants most often weigh it against:
- Fully funded scholarship in China 2026
- 7 fully funded scholarships in Germany
- Australia Awards for Pakistani students
- Commonwealth Scholarship UK 2027/28
- Chevening Scholarship 2027/28
Need help with the paperwork?
A Stipendium Hungaricum application is mostly documents: a statement of purpose, a CV, a motivation letter, and a checklist so nothing is missing before the deadline. Our Scholarship Toolkit puts the templates, samples and checklists in one place, in Word and PDF. It won’t guarantee a scholarship, but it helps you stay organized and on time.
