Starting Date: September/October 2027

Monthly Stipend: £1,712 (£2,000 in the London metropolitan area)

If you want a fully funded way to study in the UK, the Commonwealth Scholarship belongs near the top of your list. The Commonwealth Scholarship Commission in the UK (CSC) runs it, the UK government’s Foreign, Commonwealth & Development Office (FCDO) pays for it, and it’s meant for people from eligible Commonwealth countries who couldn’t afford a UK degree on their own.

The 2027/28 round is open now, and the closing date is 16:00 BST on Tuesday 20 October 2026. That’s not much time. So here’s everything that matters: what the Commonwealth Master’s and PhD scholarships pay for, who can apply, which countries qualify, and how the application really works, including a few details plenty of blogs leave out.

What Is the Commonwealth Scholarship?

The CSC brings talented people to the UK for postgraduate study and expects them to go home as leaders and innovators. Everything about the scheme is tied to development impact, and that shapes how applications get judged.

The funding is generous. Your tuition is paid in full, your flights are covered, and you get a monthly living stipend plus a grant for study-related travel. Depending on your situation, family allowances can be added on top.

Awards are offered under six CSC development themes:

  • Science and technology for development
  • Strengthening health systems and capacity
  • Promoting innovation and entrepreneurship
  • Strengthening peace, security, and governance
  • Strengthening resilience and response to crises
  • Access, inclusion, and opportunity

Your application has to fit one of them, so pick early and make sure your story connects to it.

Two things people often get wrong. First, there’s no age limit. Second, the CSC doesn’t ask for an IELTS score. Your chosen university will still have its own English language rules for admission, though, so sort those out separately. The CSC also says it welcomes applicants from all backgrounds, and disabled applicants who don’t hold a 2:1 can be considered through a contextualized nomination from the Commonwealth Disabled People’s Forum.

Why It’s Worth the Effort

A funded UK degree is a big deal, and UK universities are among the best-regarded choices for international postgraduates. But be clear-eyed about the deal. This scholarship is built for people who’ll return home and use their skills there. It isn’t a route to settling in the UK, and you’ll sign an undertaking to leave. If that fits your plans, keep reading.

Commonwealth Master’s Scholarship 2027/28

What it covers

  • Full tuition fees, paid through an agreement between the CSC and your UK university. You pay none of it.
  • Approved return airfare between your home country and the UK.
  • A stipend of £1,712 a month, or £2,000 a month at universities in the London metropolitan area. These are the current published rates.
  • A study travel grant for study-related trips within the UK or overseas.
  • Child allowance if you’re widowed, divorced, or a single parent: £622 a month for the first child and £154 a month each for a second and third child under 16, provided they live with you in the UK.
  • A full needs assessment and possible extra financial support if you have a disability.

Some older guides list a warm clothing allowance. It isn’t in the CSC’s current list of benefits, so don’t budget around it. Also, the CSC funds one-year taught Master’s programs only. MBAs aren’t covered.

Who can apply?

You need to:

  • be a citizen of an eligible Commonwealth country, have refugee status there, or be a British Protected Person;
  • live permanently in an eligible Commonwealth country;
  • be available to start studying in the UK by September 2027;
  • hold, by September 2027, at least an upper second-class (2:1) first degree, or a lower second-class degree plus a relevant postgraduate qualification (usually a Master’s);
  • be unable to afford UK study without this scholarship;
  • Submit all supporting documents in the required format.

There are a few extra rules. The CSC prefers applicants who’ve finished an undergraduate degree and wouldn’t normally fund a second Master’s. If you’re going for a second one, you’ll need to explain why. If you’ve already studied at Master’s level at a UK institution or already held a Commonwealth Master’s scholarship, you’re not eligible.

Eligible countries for the Master’s

Only citizens of these 43 countries can apply: Bangladesh, Belize, Botswana, Dominica, Eswatini, Fiji, Gabon, The Gambia, Ghana, Grenada, Guyana, India, Jamaica, Kenya, Kiribati, Lesotho, Malawi, Malaysia, Maldives, Mauritius, Montserrat, Mozambique, Namibia, Nauru, Nigeria, Pakistan, Papua New Guinea, Rwanda, Saint Helena, Saint Lucia, Saint Vincent and The Grenadines, Samoa, Sierra Leone, Solomon Islands, South Africa, Sri Lanka, Tanzania, Togo, Tonga, Tuvalu, Uganda, Vanuatu, and Zambia.

The CSC says it particularly welcomes applications from Small Island Developing States. The official Master’s page has the full rules.

Commonwealth PhD Scholarship 2027/28

What it covers

  • Full tuition fees, covered by the CSC and the UK university.
  • Approved return airfare to the UK.
  • The same stipend: £1,712 a month, or £2,000 in the London metropolitan area.
  • A study travel grant.
  • One economy return flight to your fieldwork location, where approved.
  • A paid mid-term visit home, unless you’ve claimed (or plan to claim) spouse or child allowances, or you’ve already had a return fare home for fieldwork.
  • Family allowances: £313 a month for a spouse (up to nine months) and £313 a month for a first child, then £154 for a second and third child under 16. Widowed, divorced or single-parent scholars get £622 for the first child.
  • Extra support if you have a disability.

The CSC is upfront that family allowances are only a contribution. Real costs for a family in the UK are much higher, so plan to top them up.

The award lasts 36 months. You may see “up to four years” on some websites, but the CSC doesn’t support four-year PhDs.

Who can apply?

Everything from the Master’s list applies here: citizenship or refugee status, permanent residence, a start date of September 2027, and at least a 2:1 (or a 2:2 plus a relevant postgraduate qualification) by September 2027. Two PhD-specific conditions:

  • You mustn’t have been registered for a PhD, or an MPhil leading to a PhD, before September/October 2026.
  • You need a signed supporting statement from a proposed UK supervisor at one of the universities on your form.

That supervisor statement isn’t a formality. It should confirm they’re willing to work with you, that they have the facilities, and that your plan fits within 36 months. Start those conversations now.

Eligible countries for the PhD

The PhD list is much shorter, covering least developed countries and vulnerable states: Bangladesh, The Gambia, Kiribati, Lesotho, Malawi, Mozambique, Nigeria, Pakistan, Rwanda, Sierra Leone, Solomon Islands, Sri Lanka, Tanzania, Togo, Tuvalu, Uganda, and Zambia.

Some other sites also list Cameroon or Kenya. They aren’t on the CSC’s current page, so go by the official PhD page.

How to Apply, Step by Step

1. Shortlist three universities. List three universities and courses (or supervisors, for a PhD) in order of preference, with reasons. The CSC won’t change your choices after selection except in exceptional cases, and it makes the final call on placement. Check the approved UK universities list, then apply for admission early. Course deadlines can be strict. The British Council’s Study UK site and Prospects are handy for research.

2. Find your nominating body. The CSC doesn’t accept direct applications. National nominating agencies are the main route, and selected NGOs and charitable bodies are the other. Check the CSC’s national nominating agencies page for yours. Nominators run their own selection, may set earlier deadlines than the CSC, and can add their own criteria. They send their nominees to the CSC by December 2026.

3. Gather your documents. You’ll need a passport or national ID, full transcripts for every higher education qualification (with certified translations if they’re not in English), and at least two references as signed PDFs on letterhead or from an email that clearly shows the sender. PhD applicants add the supervisor statement. A missing transcript page can make you ineligible.

4. Complete the CSC Central form. Everything goes through CSC Central. Write your answers offline first, save often, and don’t refresh the browser. You can’t edit after submitting. Registration uses two-factor authentication, so have a smartphone or second email account ready. The CSC provides a template form and guidance document, too.

5. Wait for the result. Applicants can expect an outcome by July 2027. Check your spam folder, because an offer can be withdrawn if you don’t reply in time.

What the Selection Panel Looks For

The CSC scores applications on three things: candidate merit (including academic experience), the quality of your research proposal, and your potential to contribute to your home country’s development. The selection criteria page spells it out, and it’s worth linking every answer back to those points.

The Development Impact statement carries a lot of weight. It has four parts: the development problem you’re addressing, how you’ll use your new skills, what you expect to change (outcomes, timeframe, beneficiaries), and how that impact could be measured. Vague answers like “I want to help my country” won’t cut it. Be specific and realistic.

The form also asks for a personal statement and a detailed plan of study. If writing about yourself is the hard part, our guide on how to write a winning statement of purpose for a scholarship walks through it, and most of the advice carries over.

Common Mistakes to Avoid

  • Applying to the CSC but forgetting the nominating body.
  • Missing the nominator’s own deadline, which may come well before 20 October.
  • Uploading incomplete transcripts.
  • Naming only one university.
  • Leaving reference letters and supervisor statements to the final week.
  • Paying an agent for a “guaranteed” scholarship. The CSC doesn’t charge to apply.
  • Betting everything on one scholarship. Competition is fierce, so line up backups. Our Fulbright scholarship USA guide covers the American route, and the DAAD application kit is a good starting point if Germany appeals.

Final Thoughts

The Commonwealth Scholarship UK isn’t easy to win, but it’s very winnable for people who start early, follow the nominator’s process, and make a convincing case for development impact.
